feat(ipuaro): add analysis tools (v0.8.0)

- GetDependenciesTool: get files a file imports
- GetDependentsTool: get files that import a file
- GetComplexityTool: get complexity metrics
- GetTodosTool: find TODO/FIXME/HACK comments

Tests: 853 (+120), Coverage: 97.91%
